 Using the Link Manager plugin https://wordpress.org/plugins/link-manager/
 to enable the Link Manager in the admin, logged in as Admin, can't access
 the Link Categories screen.

 Looks like a regression in trunk, this always worked till a few days ago
 and works in 4.3.1.
