 Tested on PHP 5.2.17, works as expected.

 [attachment:10373.2.diff] also replaces ` ` and ` ` from
 translations with the actual character.

 We could also probably add `html_entity_decode()` in case some locales
 need multiple characters other that space for thousands separators, but it
 looks like a fix for the non-breaking space is sufficient for now.
