 In [33738], the option and transient name was added as a parameter to a
 bunch of the option and transient filters. `set_transient_{name}` got
 missed (although it was in
 [https://core.trac.wordpress.org/attachment/ticket/28402/28402.2.patch
 Sergey's patch]).
