Comment:

 If we're going to go the "pluggable" route on existing and new constants,
 we'll need to add [https://make.wordpress.org/core/handbook/best-practices
 /inline-documentation-standards/php/#7-constants constant DocBlocks] to
 each definition (previously there was a multi-definition DocBlock wrapping
 the time constants.
