 Using the native 5.5 password_hash functions is a noble idea, but one for
 a separate ticket given the compat issues.

 Let's stick on point for this ticket. All that is needed is to remove the
 false parameter from where it exists. Maybe some detection code, for the
 extreme minority of users that will be moving between hosts or systems
 where this will cause an issue.
