 As long as the Customizer will use `/wp-admin/css/widgets.css`, there's
 probably no need to duplicate the rules. I can't see any visual change
 with the patch applied, unless I'm missing something. As per the headings
 hierarchy within the Customizer, that's a whole new chapter to write and
 it will need research, development, and new, separate, tickets :)
