 Replying to [comment:5 lpkapil]:

 If you don't provide the `$mimes` argument the function uses
 `get_allowed_mime_types()` and `wp_get_mime_types()`. The later doesn't
 include PHP, that's why `wp_check_filetype()` returns false.
