 When editing a site from the Network Admin -> Sites screen, the navigation
 tabs appear in an `<h3>` heading immediately following the main `<h1>`.

 On other screens in the admin area (Appearance -> Menus, and the About
 screen), navigation tabs appear as an `<h2>` level heading.
