 Does this still happen in 4.3.1?

 > When I scroll up and down on the Themes pages, I still get things
 randomly appearing and disappearing all over the page, sometimes in
 multiple places.
 I can't reproduce it unless I tab on a theme to scroll, which I suppose is
 meant to show the buttons.
