 While we should certainly find a proper way to display long error
 messages, I think using title attributes won't go in the right direction.
 In recent releases, WordPress has begun to actively discourage the use of
 title attributes, see #24766. Please also consider relying on the title
 attribute is currently discouraged in HTML5
 http://www.w3.org/TR/html5/dom.html#the-title-attribute
 Maybe we should display a notice inside the plugin cards to expand the
 "Update Failed" message displayed inside the "button", or something like
 that. This would need some UI and design feedback though cc @helen :)
