 Version 4.4 beta4

 As I am new to Wordpress I was not sure whether I should report this as a
 bug so I asked at https://wordpress.org/support/topic/maximum-execution-
 exceeded-in-class-wp-http-curlphp-on-line-240 but have received no reply
 as yet.

 When attempting to install on a USB stick as per http://www.wpbeginner.com
 /wp-tutorials/how-to-install-wordpress-on-a-usb-stick-using-xampp/

 At http://localhost/mysite/wp-admin/install.php?step=2

 I get

 Fatal error: Maximum execution time of 30 seconds exceeded in
 E:\xampp\htdocs\mysite\wp-includes\class-wp-http-curl.php on line 240

 My USB stick is marked USB3 and is plugged into a blue port on a modern
 desktop running Windows 10. If I should add more details here please ask.
