[attachment:33504.7.branch.diff] is a patch for the 4.3 branch with the
checkbox enabled by default.

a lot of stuff online. Giving admins the options of creating a password
for users and send that in an email to the users who need a little bit
more help is a bloody delight at times!!
Unfortunately, not emailing passwords in plain text was
[https://make.wordpress.org/core/2015/05/11/the-plan-for-passwords/ one of
the goals for the new UI] to improve security (see also the discussion in
#24633), so this is probably not going to change.
Sounds like a good idea for a plugin though.
