 Yes, I think the checkbox should stay checked as the new default should be
 to send a user a password reset link rather than setting their password
 for them. Also it under the password it says that a password reset link
 will be sent to the new user so it should match that.

 People who used that option prior to 4.3 are used to an unchecked box
 meaning the email won't be sent. There's some discussion of it above.
