 I've uploaded two different patches:

 * [attachment:29727.diff] is a nearly exact copy of @wonderboymusic's
 patch on #28521. It replaces local non-HTTPS URLs using a filter.
 * [attachment:29727.2.diff] sends an [http://www.w3.org/TR/upgrade-
 insecure-requests/ Upgrade Insecure Requests] HTTP header when the page is
 requested through HTTPS. This was suggested in
 [https://make.wordpress.org/core/2015/10/01/request-for-feedback-your-
 https-configurations/#comment-28037 a comment on make/core].
