Comment:

 This is not working as expected.

 I'm using WordPress 4.4-beta4-35636 and my site language is set to English
 (United States). The value for WP_Locale()->start_of_week is returning
 one. The correct value for locale en_US is 0, or Sunday as documented here
 in the CLDR:
