Comment:

 [attachment:21389.diff] adds two new helper functions,
 `get_header_image_tag()` and `the_header_image_tag()` which generate the
 image markup for the custom header image by getting the
 `get_custom_header()` object and passing it to
 `wp_get_attachment_image()`, which will automatically include `srcset` and
 `sizes` attributes.
