 Right now if .htaccess is not writable from PHP, the user is presented
 with the rules he should manually copy&paste into the file. There is no
 real reason to sent the user at that point to launch his FTP software to
 do something that in most cases can be done via the filesystem API. The
 filesystem API is both faster and most likely less prone to user mistakes.
