 The iOS issue is clearly not something that can be easily debugged or
 fixed with CSS or JS, as it's demonstrated to work before a theme switch.
 The only other thing I'd test is whether going directly to a preview URL
 works; if it does, iOS is just doing some weird caching or something that
 causes these issues when the Customizer reloads with a different theme
 query arg. Nothing is different in the theme-previewing mode in the
 Customizer at the UI level, so there's no logical reason anything at all
 like this could be happening.

 It's not realistic to continue holding up everything here for one device
 that not everyone has the ability to test with, that's not cooperating at
 this stage, especially since whatever is the fix there will likely be
 mostly unrelated to the changing code in the rest of this ticket.
