Comment:

 This was changed in WordPress 4.2 when we added theme-switching to the
 Customizer. While we still need to add theme installation support there,
 we changed the admin bar link to go the the Customizer to match the other
 links from that toolbar menu. All of these links will be going away soon
 in favor of a link that just goes to the Customizer, so we're pointing
 them to the corresponding sections of the Customizer in the meantime to
 ease the transition.

 If you do want to go to the themes page in the admin, your best bet is to
 adjust your workflow to go to the dashboard first, as we're trying to keep
 the Customizer experience from going to the dashboard on either end when
 accessing it from the front end.
