 The previous patch didn't apply cleanly so I created
 [attachment:31336.7.diff​] to solve that and a couple other minor issues.

 * Added hover/active/focus state to the help icon
 * Set help icon color to `#555`
 * Added top border and fixed padding for `.customize-panel-description`
