 themes since their designs don't anticipate new menu items without
 developer involvement.  For those situations it would be nice to be able
 to fully disable the Nav Menu systems.


 That's an interesting point of view. The problem with that is it could
 have unintended circumstances, but I'll take a look at it after 4.3 is
 out.
