Comment:

 The latest designs for #31336 address the issues of contrast and hierarchy
 here pretty thoroughly, establishing a pattern of white elements being
 interactive juxtaposed against a gray background. Navigational elements
 also receive colored backgrounds on hover/focus, whereas inputs get
 borders/shadows for focus indication.

 Unless anyone sees a need for further work here, we can close this when a
 first pass on #31336 is committed. (see screenshots and screencasts on
 #31336).
