Comment:

 When galleries became part of core in [6659] it was hardcoded to 33%. In
 [7516] it was changed to be dynamic to allow for more or less columns than
 3.

 So the reason for 33% vs 33.333% is that probably no one cared enough
 about it to change it. Unless a theme's content-width is really wide (say
 >600px) it's probably not something that is too obvious anyway.
