 Replying to [ticket:30037 Stagger Lee]:

 There are plugins that provide this functionality already (example:
 https://wordpress.org/plugins/tinymce-comment-field/) , and I haven't seen
 enough of a demand for this feature to be included in core.

 I am going to close this ticket for now, if there is enough demand we can
 re-open for consideration.
