 On a narrow touch device, toolbar dropdowns only open one at a time, but
 opening the admin menu does not close any dropdowns and is shown behind
 any open dropdowns, making it impossible to get to any of the higher
 items. This is particularly bad because you can't always close the submenu
 (see #29906). Opening the admin menu should close any other toolbar
 dropdowns - it's fine to continue to have toolbar dropdowns open over the
 admin menu if it's already open.
