 Thoughts after a quick review of [attachment:26601.7b.patch]:

 * wp-admin/upload.php: The second section doesn't have a <header> wrapper
 * Can we think of a better class name for `helper-content`?
 * `echo __( 'Comments' )` should be `_e( 'Comments' )`
