 [attachment:31701.7.diff] writes the contents of `wp-emoji-loader.min.js`
 to `formatting.php` during `grunt build`.

 Another thing for feedback:

 * I'm not wild about the `wp-emoji-release.min.js` filename for the
 combined `wp-emoji.js` and `twemoji.js` file.
