 I agree that this setting shouldn't affect the backend. My take:

 1. This setting should affect the front of the site only.
 2. Maybe it should be moved to "Reading" to reflect that.
 3. We should have, in core, filterable, localized "short" and "long"
 date/time and date-time format strings that we use in core and that
 developers can use.
