 IMO we could do a smidgen more to protect against these cases. Like, what
 if `wp_unique_post_slug()` disallowed page/post slug conflicts if
 permalink_structure is `/%postname%/`? That wouldn't account for people
 who create conflicting slugs under one permastruct and then switch to
 another, but it would probably cover most cases like this.
