 `<section>` makes the most sense for the reasons mentioned above.  It's
 what I've always used for widgets since switching to HTML5.  FWIW, this
 was debated at length by several devs when we made this the default in the
 Hybrid Core theme framework.  Ultimately, we came to the same conclusion
 as @joedolson and @obenland.
