 Hi @wordpresssites, welcome to Trac!

 We've actually adjusted this workflow in trunk and the changes will ship
 with 4.2. The Title field was previously used to populate the `title`
 attribute, and that's been removed in the spirit of good accessibility.
 The new Link Text field does what you're asking for:
