Comment:

 Patch attached, as suggested by @nacin: "Paragraph tags might just benefit
 from special handling compared to other blocks, so they can remain in <td>
 or <li> (any others?) untouched."

 Also fixes the _wp_Nop being invoked for every autosave or toggle from
 html to tinymce even if there are no changes in the text.
