 My .02£: The reason is to show to the user the correct information
 architecture in a subtle way, which is, top-to-bottom: theme →
 customization menu → customization details → actual theme preview.

 That said, this would be just a nudge and shouldn't damage the overall
 usability. It's more a target to aim to, not something that should impact
 the design just for the sake of it. :)
