Comment:

 If we end up adding help content for emoji – which I'm not convinced we
 should – it would need to go in the edit.php/post-new.php help tabs as
 emoji can be used in both editors (among other places).

 Implementing emoji crosses kind of an interesting line in that we aren't
 giving users the tools to add emoji, just making it possible to display
 it. So I'm a little wary of creating help content in the admin backend for
 a mechanism that doesn't exist within WordPress itself. I'm tempted to
 recommend a Codex page more than admin help.
