 Per discussion after the dev chat today, these are our priorty tasks:

 * FTP support: #31528
 * Update themes from `themes.php`: #31529
 * Install themes from `theme-install.php`: #31530
 * All updates from `update-core.php`: #31531
 * Don't activate plugins with PHP errors: #31532

 And we have some things that we'll get to if we have time, otherwise they
 can wait until a future release:

 * One-click update on `update-core.php`: #31533
 * Language install on `options-general.php`: #31534
 * Store FTP credentials: #31535
