 Is it possible to use a more compact format for the variant suffix? The
 `_formal` suffix on `de_DE_formal` more than doubles the length of the
 string, which can cause issues in some places, e.g. Babble where we suffix
 the entire locale to the post type name; see
 [https://github.com/Automattic/babble/issues/247 Babble issue 247].
