 As also noted in #32769 for `nav_menu_item` settings, one thing that would
 greatly improve initial load time is to lazy-load the widget instance
 settings for a given widget only when the sidebar section is actually
 expanded. This is a bit trickier for widgets because each widget needs its
 own PHP-generated control.
