 i change the user agent in firefox to:

 and the problem is gone.
 the menus is working fine.

 this will make wordpress detect the browser as mobile and touch browser(?)

 so i believe the problem happen because of screen size and browser type
 (wp is mobile / user agent detection) conflict in wp admin design.
