 Played around with the patch some more, and here's where I got:
 - Removed the W/About menu. Added a link to about.php under dashboard in
 the admin menu as an alternative placement for now. I think we're probably
 fine without that feedback link; looking at some of the posts there I
 don't think it's a productive means for evaluating community feedback,
 although it would be great to have a better system in place in the future.
 - Merged the W icon into the site title/admin menu, in place of the
 dashboard icon.
 - Added comments and tools to the "admin" menu, for parity with what core
 has here.
 - Removed the top-level comments link, related: #27831.
 - Removed the Headers and Backgrounds Customizer deep-links from the admin
 menu under Appearance, so that the only admin menu link going to the
 Customizer is "Customize" (these were temporary/transitional anyway).
 - Added notification counts for plugins and comments in the "admin"
 submenu. Note that updates is a submenu of dashboard in the admin, and I
 think a lot of users rely on the update count in the admin bar so I think
 we should keep that as its own item there.
 - Added a small notification bubble to the W icon when there are pending
 comments or plugin updates, per @folletto's i6 design.
 - Moved Customize next to the site title menu.

 I believe the only remaining thing needed to get to a full implementation
 of the i6 design above is bringing in the admin menu icons and the admin
 menu styling for the admin submenu in the admin bar.
