 Generally speaking, having the Customizer controls on top of the preview
 and having things that expand on hover result in really bad UX and fail to
 consider alternative input types (touch, keyboard, etc.). Anything along
 those lines is definitely plugin territory for now and would require
 extensive usability testing before being considered for core. Note that
 WordPress.com had something along those lines for a while that was
 eventually reverted.

 I think the reasonable scope for this ticket for now would be to consider
 using a (heavily throttled with min/max-width) percentage-based width for
 the Customizer for larger-then-laptop-sized screens, along the lines of
 what my patch does.
