 According to the comments and patches on #8759, the character count works
 differently for Japanese and Chinese, one counts spaces, the other
 doesn't.

 There is also some discussion whether to count Latin/ASCII chars as words
 in these languages, starting at
 https://core.trac.wordpress.org/ticket/8759#comment:15.
