 Patch from #31650 applied.

 Edited all the theme screens and a handful of others including media.php,
 and edit.php

 I opted to use the <header> tag again as it was the cleanest way to
 implement the changes.

 I'm not sure if I'll be at the meeting but I will try to get to Slack for
 some feedback on this.  If we're ok as-is I should be able to finish the
 week.

 // I just looked at the patch, should't be doing this at 3:30 am.  It's a
 mess, I'll fix in the am and try to show up to get some feedback for
 moving forward.
