 As I think about this, I realize that I found myself editing the
 anchortext of my prose expecting to add hovertext in the dialog because it
 doesn't occur to me that I'd edit the text of my prose itself in a
 disconnected dialog isolated from the sentence.  Perhaps others are
 different, but I expect it is unusual that people make any edit at all to
 the anchor text.   I'd argue the dialog should not even enable editing of
 the anchortext, which should be edited in context, in the prose of the
 page itself.

 The dialog could show a few words grayed out (or otherwise de-emphasized)
 before and after the selected anchortext, the anchortext highlighted
 (probably according to the template CSS), have a field to either paste in
 a URL or possibly click to navigate to one, and a field marked optional
 for hovertext, perhaps with a one line description along the lines of
 "Optional: add hovertext that appears in a thought bubble when the mouse
 pointer hovers over this link."
