 Actually we are fairly inconsistant.

 admin/includes/upgrade.php#L1261 Sometimes] We just check for definition.
 [https://core.trac.wordpress.org/browser/trunk/src/wp-
 admin/includes/upgrade.php#L1666 Other] times we check for basic
 truthiness.

 We may want to standardize on one or the other.
