 From the few minutes I've just spent looking into AODA,
 http://www.aoda.ca/wcag/ seems to be the relevant document. That says that
 Government and public organisations, and profit / not-for-profit
 organisations with 49 or fewer people don't need to comply.

 As for WCAG, http://www.w3.org/TR/WCAG20-TECHS/H33.html seems to be the
 relevant technique which satisfies two success criterion. However, that
 WCAG document also says:

 > Because of the extensive user agent limitations in supporting access to
 the title attribute, authors should use caution in applying this
 technique. For this reason, it is preferred that the author use technique
 C7: Using CSS to hide a portion of the link text (CSS) or H30: Providing
 link text that describes the purpose of a link for anchor elements.

 Even with all of that, you can install the plugin and restore the previous
 functionality for all your editors.  But the lack of need for the title
 attribute for the majority of users, combined with it's dubious use as a
 technique within WCAG means it's definitely not a core requirement.
