Comment:

 This is probably the best approach.

 The filter will need [https://make.wordpress.org/core/handbook/inline-
 documentation-standards/php-documentation-standards/#4-hooks-actions-and-
 filters inline filter documentation] and some more unit tests along with
 those in the `Tests_Link` class.
