 I think this is a HiDPi/retina issue at least on Windows 8.1. I've tested
 on my Acer Aspire S7-392 laptop, which is Windows 8.1 with a HiDPi screen.
 The drag and drop reordering of thubnails inside the gallery does not work
 in the latest versions of Chrome, Firefox, Opera or Vivaldi. It does work
 in IE11, but not via touch only with a mouse pointer.

 I use a scaling option of 144% with the laptop. I tested it out with no
 scaling applied (Control Panel -> Display -> 100% (smallest) and it made
 no difference.
