 We want to move away from raw shortcodes that can't pass a reasonable HTML
 filter.  There are benefits to doing this in the long run, in version 4.4
 or later.  I would prefer to push that back to 4.5 or 4.6, but the
 reaction to this ticket has been so hostile that I think we will be lucky
 to get 4.4.
