 We added support to Travis CI for PHP7 initially using `nightly` as the
 version in #31454, lets make this clearer that this is PHP7 and switch to
 using `7.0` as the version, Travis CI will use `7.0` as an alias of
 `nightly` until PHP7 ships.

 We need to make this change to `7.0` at some time, nows as good as any.
