New description:
Steps to reproduce in 4.3 trunk
1. Go to edit an existing user
2. Add a sentence to the biography
3. Click on Generate Password
4. Now find a way to submit the form in a way that keeps the biography
changes without changing the password.
Unless you already are familiar that removing the auto generated password
and leaving that field blank will prevent the password change, good luck.
Somewhere along the line the hint that said "If you would like to change
the password type a new one. Otherwise leave this blank." got removed.
This removed the only clue to leave the password blank.
In this new UI, a user is likely expecting a "cancel" link or equivalent
UI hint to help them along.
